City Vehicle Stickers can now be purchased at City Hall from the City Clerk.  They are due on vehicles by April 1, 2019.

ORDINANCE 2018-06

 

AN ORDIANCE OF THE CITY OF FULTON, KENTUCKY IMPOSING A MOTOR VEHICLE LICENSE STICKER FEE UPON PERSONS, FIRMS AND CORPORATIONS OWNING AND OPERATING AUTOMOBILES, TRUCKS OTHER VEHICLES WITHIN THE CORPORATE LIMITS OF THE CITY OF FULTON, KENTUCKY FOR THE PURPOSE OF PAYING THE GENERAL EXPENSES OF THE CITY

 

WHEREAS, the City Commission of the City of Fulton, Kentucky has heretofore enacted an ordinance imposing a motor vehicle license sticker fee upon persons firms and corporations owning and operating automobiles, trucks or other vehicles within the corporate limits of the City of Fulton and

 

WHEREAS, it is the intent of the City Commission of the City of Fulton, Kentucky desires to continue to provide certain registration and supervisory regulation upon -all persons, firms, corporations and associations owning or operating vehicles within the city limits of the City of Fulton, Kentucky.  The City wishes to use its power granted in KRS82.082 known as “Home Rule Powers”

 

NOW   THEREFORE BE IT ORDAINED by the Board of Commissioners of the City of Fulton, Kentucky as follows, to-wit:

 

Section 1. For the purposes of registration and exercising a supervisory regulation over the subjects hereof, a license will be required with a fee by all persons, firms, corporations and associations engaged in a business-related activity, work related activity or residing within the corporate City limits of Fulton, Kentucky.

 

Section 2. The starting date for said license shall be April 1, 2019.  Then said licenses shall be issued annually by the City Clerk or their designee and shall extend from April 1, to the last day of March of the succeeding years and shall be renewed each year such vehicles are so operated.  A city license shall be required within thirty (30) days of becoming engaged in a business-related activity, work related activity or residing within the corporate City limits of Fulton, Kentucky.  License Fee shall be $25 annually and the rate shall not be prorated.

 

Section 3. The City Clerk or designee shall provide registration stickers with numbers corresponding to the number of the license issued hereunder, which said registration sticker shall be always displayed conspicuously upon the front windshield of any such motor vehicle so licensed and it shall be unlawful for any person, firm or corporation within the City of Fulton, Kentucky to operate such motor vehicle without the proper display of such registration sticker.  The following information shall be provided to the clerk before issuance of said license:  Name and Address; Year of Vehicle Manufacture, Make of The Vehicle, Model of the Vehicle, Vin Number of the vehicle.

 

Section 4.        It shall be unlawful for any person, firm or corporation to transfer from one motor vehicle to another any license issued pursuant to the provisions of this ordinance except on transfer of ownership of said motor vehicle as herein provided.  Whenever any motor vehicle for which said license has been issued changes ownership, the transferor shall cause such license sticker to be removed from said motor vehicle and mutilated.  On the transfer of another motor vehicle to said transferor and on proof of such mutilation, which may be in the form of an affidavit of said transferor, the City Clerk shall cause a license to issue and provide such transferor with a City license sticker for such vehicle without charge for the remainder of the year for which license was originally issued.

 

Section 5.        The provisions of this ordinance shall apply to any persons, individuals, firms or corporations residing inside or outside of the corporate limits of the City of Fulton and owning or operating or causing to be operated any automobile or motor vehicle upon or over the streets of the City of Fulton, Kentucky in connection with the business conducted or a regular profession followed within the City limits or as a means of conveyance to and from a position, job, labor or employment for which remuneration is received from such business, profession, position, job, labor or employment in The City of Fulton Kentucky; and the penalties herein provided shall apply to such non-residents failing to comply with the provisions of this ordinance.

 

Section 6. Any person, firm, corporation or association found by a Fulton City Police Officer, Safety Officer, Citation Officer, or other public official with the authority to issue a citation, to be in violation of the provisions of Section 4 of this ordinance shall be issued a warning citation and have fourteen (14) business days to obtain said City License and pay an additional penalty to said license fee of $100.  If the license is not obtained within 14 days, then the violator will be summoned to court and be subject to court costs and a fine of $250 plus the cost of license with a penalty of $100.

 

Section 7. All money derived from the license fees under the provisions of this ordinance shall be placed in the General Fund of the City of Fulton and shall be used and expended for defraying the current, general and incidental expenses of the City.

 

Section 8. Exemptions shall include:

Vehicles that have been issued a common carrier permit or certificate by the state (KRS 281.835) or a common carrier certificate from another state for which Kentucky has a reciprocal agreement (KRS 281.835).  Disabled veterans as defined in KRS 186.041 and KRS 189.4595.  Vehicles that are used solely for government purposes and trailers.  Trucks, trailers etc. operated pursuant to a Federal Interstate Commerce Commission Permit, unless such trucks are locally-owned and garaged.

 

Section 9. If any clause, section, sentence, part or paragraph hereof is invalid, then such invalidity shall not affect the remaining portions hereof, unless the context requires it.

 

 

Section 10.      That this Ordinance shall be put before the Commission and shall be effective upon its second reading, adoption and publication as required by law.

BOIL WATER NOTICE ISSUED SR 2149 (Airport Road West of Myatt Road & SR 1461)

At 02:00 today, Wednesday November 21, A Boil Water Notice was issued for Fulton City Municipal Water customers on State Route 2149 (Airport Road) West of Myatt Road and State Route 1461 (Hickory Lane).  
The boil water notice was issued after the water system experienced a drop in water pressure following a main break on this date, as a measure of precaution for our customers.  We appreciate the patience and support of our customers and community. We are also grateful for the dedicated and knowledgeable employees that worked  to repair the leak and ensure a safe and reliable source of water.   The Boil Water Notice will remain in affect until further notice.  Call 270-472-2434 Fulton Public Works for questions.

Fall Leaf Pick Up To Begin

Beginning Monday, November 12th, leaves will be removed by vacuum machine during the fall months. The leaf machine will cover the city from east to west and then start over. Leaves, pine needles, and yard rakings must be placed on the edge of the yard by the street (not in the street) so the vacuum machine can pick them up. Bad Weather Forecast Prompts City to Encourage Observation of Trick or Treat on Tuesday October 30, 2018

Due to the forecast of a 100% chance of rain and thunderstorms on October 31, 2018. The City of Fulton is recommending that organizations and residents observe “Trick or Treat” and other outdoor activities on October 30, 2018. The City feels that this is the best option for a successful turnout and the safety and enjoyment of all.

First Baptist Church

“Due to heavy rains forecast for Wednesday Oct. 31, the residents of Third Street have decided to do “trick or treating” on Tuesday night, Oct. 30.
Because of the bad weather on Wednesday and the incredibly large number of families and children who come to Third Street for “trick or treating”, the recreation committee has decided to move the FBC Fall Festival to Tues. evening, Oct. 30 from 6-8pm. All activities will be inside the FBC Family Life Center”

Third Street Community (Reprinted from the Current News)

The neighborhood of Fulton’s Third Street residents will continue their annual Halloween trick-or-treating event, however because of a threat of bad weather, Third Street resident Darcy Linn said after consulting with several Third Street neighborhood residents, it was decided they would change their event to Tuesday night from 5 p.m. to 9 p.m.
The street will be blocked during those hours for those who plan to trick-or -treat on Third Street.
No official change in the observance of Halloween has been made in the City of Fulton in its entirety.


Sidewalk Trip Hazard Removal Will begin Monday October 29th

We will have independent contractor crews working on the trip hazards on the sidewalks along Third, Second, Pearl & North College. This was originally going to happen this week but has been delayed by the contractor. They are going to begin on Third Street Monday October 29 and will be completed with all repairs by Tuesday October 30. Just in time for the trick or treating.


Sherriff’s Office now Open on Wednesdays at Fulton City Hall

Some exciting news from the Fulton County Sheriff’s Office!
Starting October 24th, we will have an office open every Wednesday at Fulton City Hall. We will be open from 8:30 am to 3:30 pm. You will be able to pay property taxes at this office.
We are very excited to be opening an office to better serve the citizens of Fulton County!

Proposed Tax Rates for 2018-2019 Fiscal Year

 

 

Pursuant to KRS 132.027, The City of Fulton Commission will hold a public hearing on September 24, 2018 at 5:30 pm. The meeting will be held at 101 Nelson Tripp Place at Fulton City Hall for the purpose of hearing comments from the public regarding the institution of the proposed tax rates for the 2018-2019 fiscal year.

 

The City of Fulton proposes to exceed the compensating tax rate by levying a real property tax rate of .2980 (per $100 of assessed value) and a personal property tax rate of 0.3916 (per $100 of assessed value).  This represents a 4% increase from the Compensating Rate.

The tax rate will increase from .2780 per $100 of assessed value to .2980 per $100 of assessed value on all Real Property for an increased revenue amount  of $9,695 and from .3009 per $100 of assessed value to 0.3916 per $100 of assessed value on all Personal Property for an increase revenue amount of $12,961. If the

new rates are enacted, revenue to the city will increase approximately $22,656  

 

The additional revenue generated will be utilized in the General Fund for governmental purposes. All persons desiring to present their views (either oral or written) on the proposed rates and fees shall be heard.
