City Vehicle Stickers can now be purchased at City Hall.  They are due on vehicles by April 1, 2021.

ORDINANCE 2018-06   AN ORDIANCE OF THE CITY OF FULTON, KENTUCKY IMPOSING A MOTOR VEHICLE LICENSE STICKER FEE UPON PERSONS, FIRMS AND CORPORATIONS OWNING AND OPERATING AUTOMOBILES, TRUCKS OTHER VEHICLES WITHIN THE CORPORATE LIMITS OF THE CITY OF FULTON, KENTUCKY FOR THE PURPOSE OF PAYING THE GENERAL EXPENSES OF THE CITY   WHEREAS, the City Commission of the City of Fulton, Kentucky has heretofore enacted an ordinance imposing a motor vehicle license sticker fee upon persons firms and corporations owning and operating automobiles, trucks or other vehicles within the corporate limits of the City of Fulton and   WHEREAS, it is the intent of the City Commission of the City of Fulton, Kentucky desires to continue to provide certain registration and supervisory regulation upon -all persons, firms, corporations and associations owning or operating vehicles within the city limits of the City of Fulton, Kentucky.  The City wishes to use its power granted in KRS82.082 known as “Home Rule Powers”   NOW   THEREFORE BE IT ORDAINED by the Board of Commissioners of the City of Fulton, Kentucky as follows, to-wit:   Section 1. For the purposes of registration and exercising a supervisory regulation over the subjects hereof, a license will be required with a fee by all persons, firms, corporations and associations engaged in a business-related activity, work related activity or residing within the corporate City limits of Fulton, Kentucky.   Section 2. The starting date for said license shall be April 1, 2019.  Then said licenses shall be issued annually by the City Clerk or their designee and shall extend from April 1, to the last day of March of the succeeding years and shall be renewed each year such vehicles are so operated.  A city license shall be required within thirty (30) days of becoming engaged in a business-related activity, work related activity or residing within the corporate City limits of Fulton, Kentucky.  License Fee shall be $25 annually and the rate shall not be prorated.   Section 3. The City Clerk or designee shall provide registration stickers with numbers corresponding to the number of the license issued hereunder, which said registration sticker shall be always displayed conspicuously upon the front windshield of any such motor vehicle so licensed and it shall be unlawful for any person, firm or corporation within the City of Fulton, Kentucky to operate such motor vehicle without the proper display of such registration sticker.  The following information shall be provided to the clerk before issuance of said license:  Name and Address; Year of Vehicle Manufacture, Make of The Vehicle, Model of the Vehicle, Vin Number of the vehicle.   Section 4.        It shall be unlawful for any person, firm or corporation to transfer from one motor vehicle to another any license issued pursuant to the provisions of this ordinance except on transfer of ownership of said motor vehicle as herein provided.  Whenever any motor vehicle for which said license has been issued changes ownership, the transferor shall cause such license sticker to be removed from said motor vehicle and mutilated.  On the transfer of another motor vehicle to said transferor and on proof of such mutilation, which may be in the form of an affidavit of said transferor, the City Clerk shall cause a license to issue and provide such transferor with a City license sticker for such vehicle without charge for the remainder of the year for which license was originally issued.   Section 5.        The provisions of this ordinance shall apply to any persons, individuals, firms or corporations residing inside or outside of the corporate limits of the City of Fulton and owning or operating or causing to be operated any automobile or motor vehicle upon or over the streets of the City of Fulton, Kentucky in connection with the business conducted or a regular profession followed within the City limits or as a means of conveyance to and from a position, job, labor or employment for which remuneration is received from such business, profession, position, job, labor or employment in The City of Fulton Kentucky; and the penalties herein provided shall apply to such non-residents failing to comply with the provisions of this ordinance.   Section 6. Any person, firm, corporation or association found by a Fulton City Police Officer, Safety Officer, Citation Officer, or other public official with the authority to issue a citation, to be in violation of the provisions of Section 4 of this ordinance shall be issued a warning citation and have fourteen (14) business days to obtain said City License and pay an additional penalty to said license fee of $100.  If the license is not obtained within 14 days, then the violator will be summoned to court and be subject to court costs and a fine of $250 plus the cost of license with a penalty of $100.   Section 7. All money derived from the license fees under the provisions of this ordinance shall be placed in the General Fund of the City of Fulton and shall be used and expended for defraying the current, general and incidental expenses of the City.   Section 8. Exemptions shall include: Vehicles that have been issued a common carrier permit or certificate by the state (KRS 281.835) or a common carrier certificate from another state for which Kentucky has a reciprocal agreement (KRS 281.835).  Disabled veterans as defined in KRS 186.041 and KRS 189.4595.  Vehicles that are used solely for government purposes and trailers.  Trucks, trailers etc. operated pursuant to a Federal Interstate Commerce Commission Permit, unless such trucks are locally-owned and garaged.   Section 9. If any clause, section, sentence, part or paragraph hereof is invalid, then such invalidity shall not affect the remaining portions hereof, unless the context requires it.     Section 10.      That this Ordinance shall be put before the Commission and shall be effective upon its second reading, adoption and publication as required by law.

As you all know through previous social media and radio communications, WCA has been unable to service our residents due to the ice event last week and recent snow event yesterday. Another snow event with measurable snow accumulation has been forecasted for our area again through Thursday. Record breaking temperatures have left road crews unable to clear roads as they have in the past. Our area hasn’t seen these temperatures and snow accumulation in some time. Unfortunately, WCA is suspending all residential services until Monday February 22, 2021. We do not take this action lightly and understand the inconvenience involved. We are committed to safely providing service to our residents, but that also means keeping our employees safe. We know that everyone understands the treacherous situation that we all face this week.
If something was to change with the projected forecast, we will send out further communication if we are able to pick up residential homes safely.
The Princeton office and transfer station will also be closed until Monday February 22, 2021
Starting next Monday, we will pickup ALL of your trash. Please put additional trash in a personal can, or bundled/bagged next to your cart as best possible
We will be doing our best next week to pickup on your regular service day. Please be patient as we expect that all routes will be delayed due to the time it will take to pick up extra trash.

FUNDING APPROVAL RECIEVED FROM THE KENTUCKY AGRICULTURAL DEVELOPMENT BOARD (FARMERS MARKET PROJECTS

The City of Fulton has been notfied of approval of $88,150 in matching funding for a farmers market to be built.  This is in connection to the Artisaian Village which was already in the planning stages, for some time.  This project will include a 40×60 Farmers Market Pavillion, 40 parking spaces and a public restroom facility. Fulton City Hall and Departmental Offices Closed for Holidays

Please plan accordingly as the Fulton City Hall and Departmental Offices will be closed December 23, 24 & 25 for Christmas Holidays.  Fulton City Hall and Departmental Offices will be closed December 31 and January 1 for New Years Holidays. Of course our Police, Fire, EMS and Public Works all remain on call.  Remember them on this Holiday as many of them miss spending time with their families in service to keep the community running and protected.

Beginning Monday, November 2nd, leaves will be removed by vacuum machine during the fall months. The leaf machine will cover the city from east to west and then start over. Leaves, pine needles, and yard rakings must be placed on the edge of the yard by the street (not in the street) so the vacuum machine can pick them up. Governor Beshear Announces Funding for Access Roads to Industrial Parks in Warren, Barren and Fulton Counties ‘We still are working to grow our Kentucky economy’ during pandemic, Governor says FRANKFORT, Ky. (Aug. 31, 2020) – Gov. Andy Beshear today announced funding for access roads to spur development at industrial parks in Warren, Barren and Fulton counties. “Even as we battle and sacrifice to save lives and control the spread of COVID-19, we still are working to grow our Kentucky economy,” Gov. Beshear said. “The work of growing our economy includes creating a favorable environment for manufacturing. That, in turn, requires more than just acreage. It requires investment in vital infrastructure, which includes access roads,” Gov. Beshear said. “We want our communities to be able to capitalize on development opportunities, but opportunity has to be met by preparation.” Transportation Secretary Jim Gray said the new projects show how good streets and roads are indispensable to economic development. “The Kentucky Transportation Cabinet is proud to be part of Team Kentucky and to have a role in preparing the ground for new, job-creating industrial sites,” Secretary Gray said.

In Warren County, the Kentucky Transportation Cabinet (KYTC) is committing $500,000 from its Industrial Access Road program for a project by the Bowling Green Chamber of Commerce to extend Prosperity Drive in the Kentucky Transpark. The extended roadway will serve a new manufacturing plant being built by CROWN Cork & Seal USA and open 296 additional, rail-served acres for development within the Transpark. Governor Beshear helped to break ground for the Crown plant in February. The plant will make aluminum beverage cans. “We are thankful that Kentucky is committed to investing in our infrastructure as a strategy to grow economic development success, which drives return on investment,” Bowling Green Mayor Bruce Wilkerson said. “The Crown Cork & Seal project alone is bringing $147 million to our economy through the creation of 126 jobs. It’s wonderful that they’re building a 327,000-square-foot facility in the Transpark.” Warren County Judge-Executive Mike Buchanon said connecting the Kentucky Transpark to additional acreage is a key component of the community’s growth strategy. “This property sits on a CSX rail main line and is ready for industrial development. Bowling Green and Warren County are ideally positioned for the transportation of materials and products throughout the United States. Developing this property will position us to continue to attract manufacturing and distribution companies that can benefit from our location,” Judge Buchanon said. In Barren County, KYTC is committing $500,000 from the Industrial Access Road program to assist the Barren County Economic Authority in developing South Cooper Industrial Park along U.S. 68 in Glasgow. The local authority is in the process of acquiring 152 acres for the site. Once the purchase is completed, the funding will be used for construction of turn lanes on U.S. 68 and the access road itself. “On behalf of the Barren County Fiscal Court and residents of Barren County I would like to express our gratitude for the support provided by Governor Beshear and Secretary Gray for the funding of the new access road for the South Cooper Industrial Park,” said Barren County Judge-Executive Micheal Hale. “The development of the new industrial park will bring much-needed job opportunities

for our residents. Receipt of these funds will for sure help us to expedite the development.” “Creating jobs and improving our infrastructure is of utmost importance,” said Glasgow Mayor Harold Armstrong. “South Cooper Industrial Park will bring new business to the area, which is great news for our community. I’m pleased the Transportation Cabinet is providing this grant, and I look forward to the development of the South Cooper Industrial Park.” In Fulton County, KYTC has agreed to provide up to $146,500 to Fulton County Fiscal Court toward design and construction of a boulevard entrance to a new industrial park that is a joint venture of Fulton and Hickman counties. The site, which is in the City of Fulton, is contiguous to rail lines and less than a mile from the Interstate 69 corridor. It will be able to accommodate as many as seven small manufacturers or distribution companies, potentially providing hundreds of jobs. “This park is a joint venture between Fulton and Hickman counties,” said Fulton County Judge-Executive Jim Martin. “We appreciate that Governor Beshear understands the value of our counties working together. Thank you, Governor Beshear and Secretary Gray, for supporting this park and our partnership with funding of this access road. This industrial park represents new economic opportunity for our counties.” Hickman County Judge-Executive Kenny Wilson also expressed sincere appreciation for the funding. “The joint venture of economic development between Fulton and Hickman counties will be jump-started with this funding award. This award is an integral part as we strive to bring new jobs and greater economic opportunity to Fulton and Hickman counties,” Judge Wilson said. City of Fulton Mayor David Prater said the project is significant not just for Fulton and Hickman counties but for the entire Jackson Purchase. “On behalf of the City of Fulton, I would like to thank Governor Beshear and the Kentucky Transportation Cabinet for their forethought in awarding funds to energize our joint venture Industrial Park. I look forward to the future economic

growth of both Fulton and Hickman Counties due to this award,” Mayor Prater said.
